Description

This PR adds pre-compiled boost static libs.

TODO:

• fix builds ... probably will both work if boost and FFmpeg are configured separately... not necessarily the preferred approach... but maybe it's the only option
  • linux ppc64le - many unrecognized opcode errors when cross compiling for ppc64le boostorg/context#311
  • windows amd64
  • windows arm64
• install boost includes/libs to dist directory
• find workaround for cmake-lint error (cannot open CPM.cmake)... we don't want to recurse submodules in the lint workflow...
  • submodule removed and replaced with raw CPM.cmake file
  • workflow will run daily to check for and update the CPM.cmake file - feat(workflows): add cpm updater .github#491
