Description

This PR adds pre-compiled boost static libs.

It works.

I'm not check disable Windows Clang arm64 libatomic patches since your version broken with clang :(

I guess it would have helped if I modified the patches to go to their correct libs. They work. Thanks!

Now just this failure in boost. https://github.com/LizardByte/build-deps/actions/runs/16693866779/job/47255227124?pr=476#step:15:36
